form cannot be viewed in government offices

I have a form used for event registration. While it has been working fine for most, it seems that government offices cannot see the form content whether embedded, through an iframe instance, or even through the direct link. Our site is not secure, but that does not seem to be the problem given the link options provided.

I know others have posted with the same issue, but I have not seen any resolutions in the posts I've read. Is there anything that can be done to address this? We work with a growing number of government agencies and this is definitely a problem for us. Any help is most appreciated.

May we know if your form users can access https://www.jotform.com/?

You may let your form users whitelist our IP address in their firewall.
