How can I create a quotation form that will be filled by one person and to be quoted by another?

I need to create a quotation request form on 2 sectors:

1st sector are the information (example: From / To / Weight / CBM / Commodity / etc...)

2nd sector will be for the quotation itself (price)

1st sector is filled in by the Requestor

2nd sector is filled in by the Receiver to quote

After adding the quotes, the whole form must be send back to the sender

How to manage this with JotForm ?
