Hi, I am looking for information on how much we'd be able to customize the look and feel of a HIPAA form. Are we limited to the pre-built themes? If we are able to customize it, what's the mechanism for doing that? Is it a GUI editor and/or custom CSS?

Thank you for contacting us. I also recommend creating an account if you haven't yet.
You can sign up using your email account here https://www.jotform.com/signup
As to your inquiries, I recommend you check first HIPAA FAQs here

HIPAA forms look just like any other online form. You can still embed them into your web pages or send their URLs by email. Their main difference is how they store and transfer data. JotForm's HIPAA Forms, encrypt the data right on your form and then transfer and store the data encrypted. The HIPAA form data is stored in our HIPAA compliant servers which are separated from the Internet using multiple levels of protection and firewalls, and the encrypted data is stored in encrypted databases.

You will still use the same Form Builder on your HIPAA forms.
I hope this help. Let us know if you need further assistance.

form builder. It looks like there aren't many options for customization the
style of the form and the form inputs. Is that true, or am I just missing
it? Can we use custom CSS?

non-classic forms? Also, can you have HIPAA compliance within classic forms?

This guide will provide you more details about each form layout: https://www.jotform.com/help/494-Cards-or-Classic-Which-One-Should-I-Use
The HIPAA compliance is per account, this means that the forms created under your account are HIPAA regardless their layout.
