Mobile App: Assign Forms

Hi we run an animal rescue and use your forms everyday! Our fosters keep asking if we could have an app where they can easily access all the forms they need.  would there be a way to do that.... basically it would look like what i see in the jotform app with all the apps they can fill out by they only have filler out access? or can you suggest an app building software that would be easy to use to do that?
