You can use the Purchase order. It will generate a proforma invoice, which can be used as a quote. You can follow the process to upgrade using purchase order as a payment method. Here is the guide:

The upgrade will not be effective unless that you send the payment following the instructions on the quote. So, you can follow this process, in order to get a quote.
