Greetings, I have some clients who when they fill out a new form they receive the error that "only one submission per form permitted" and then all the information that they have entered is erased. This is causing some frustration.

This error displayed when unique submissions are enabled. Set unique submissions to "No Check" then you will allow for further submissions. Here are the steps that explain how can you do them ;
Step 1: Go to SETTINGS>FORM SETTINGS>SHOW MORE OPTIONSStep 2: Look For Unique Submission and select "No Check" option from the drop-down.
