Limited submissions of my form

HI, I am having an issue with my current form, the form is for entry to a race and I want to limited the selection people can make to one entry on the form. This is to top them registering 2 or 3 people on one form. I set the limit on the form to min1 - max 1... and that seems to work but the complaint I am getting now is that when they try to go back to the form a 2nd time to enter another person their PC says that they have already entered and will not allow access to the form again, if they clear their history it seems to work, but not everyone knows to do this. Have I set something incorrectly on the form.

Hello Sam, I see that your form is set to limit submissions to 1 from browser. Please refer to this article for more information: How-to-Set-Unique-Submissions-on-a-Form
