How do I share my form submissions? I've already tried the online "how to": https://www.jotform.com/help/199-How-to-Share-Form-s-Submissions-Page
However, I can't seem to find the gear icon or the button that actually allows me to share submissions.
Please help ASAP

Unfortunately, the "Make this Page Public" option or Share Submissions page feature is not available in JotForm Sheets. The guide that you're referring to is using the old/previous version of Submissions page.
I will forward this to our developers as a feature request. We'll contact you via this thread once an update is available.
For now, you can try using the Grid Listing Report and HTML Table Listing Report Tool.

Hello @mcmahoncolin,
We’re writing to let you know that you can share your submissions in JotForm Tables. Just click on the Share button in the header section of JotForm Tables to get started.
There are three privacy options available in the sharing settings. You can make your table public to share your submissions with everyone. You can invite only certain people via the invitation link or email. Or you can allow only those within your company to access the table.
You can also set different roles for the people you invite to private tables, such as read only and collaborator.
In the sharing settings, you can set an expiration date for the invitation link. There are also options for showing/hiding the download and print buttons.
