questions regarding mobile form and conditions

couple of questions:

1. Can it forms be filled in offline, then submitted when online? Or do you have to be online all the time?

2. I have an options question (product status Red/Amber/Green) in my form, can I send an email to a technician if red or amber is selected, to notify them of a service required?

If your users use the JotForm mobile Form app and the offline mode is enabled, it is possible to submit the form offline.
