We use PayPal through our LRGR Contract form. Is there a way to have a comment section when using paypal? Example the adopter adopts a dog. We want

You can achieve this by using the Show/Hide Field condition. This feature allows you to show and hide fields based on the condition.
So the idea is that when the user selected "PayPal" as the payment option, then the PayPal field and the Long Text Entry field (Comments) will appear. For more details, please check these guides:

My problem is once we receive the payment in Paypal. When we look at our
Pay Pal account it will say we received a payment from an adopter but it
does not have what dog they adopted. We were wanting a way for the name of
the dog to show in the Paypal account. Or a way for the adopter to leave a
comment at the time they are paying using paypal. Currently We have to go
back to the contract and match up the name with the dog.

In which form you have added Paypal Payment tool?
Please note that you can pass the textbox data to PayPal payment tool by configuring "Fetch Data from a Text Field" option in PayPal payment tool. Please check the screenshot below:
