Can users download the submission data in PDF format?

is there a way to create a downloadable form which is the applicant after filling the form he could download it as pdf along with entered data,

If I understood your requirement, do you wish to let the users print the form along with the submission data?

If yes, you can enable the Print option under Submit button properties so the user can print the form before submitting.

You can also attach the submission PDF to the Autoresponder email by enabling the PDF Attachment option under Advanced settings. User will receive the email of their submissions data in the PDF format once they submit the form.
