Is deleting a file an acceptable way of freeing up the space needed to not have my account forms interrupted?

I have reached the maximum upload space for my account.

I have deleted submissions on 3 of my forms. Is this an acceptable way of freeing up the space needed to not have my account / forms interrupted?

Yes, that's the only way of keeping your forms active to not exceed the maximum file upload limit. Free accounts only have 300mb maximum space of files that can be uploaded.
