The only way that Ive been using the form is to download it as a PDF and fill it in manually on my computer. It absolutely is never used online interactively.

We do understand that you are using the form in offline mode. However, once your computer gets connected to the internet, the data that has been submitted to the form will be sent to the server as that's how our Fillable PDF Form works.
But I think a workaround for that is to download the FILLABLE PDF then IMPORT it to Jotform using this method: How-Can-I-Import-My-Own-PDF-to-JotForm

To my understanding, you want to create fillable PDF forms in JotForm and download them as PDF. Then you want to collect credit card information via these downloaded PDF forms. These PDF forms are filled offline and never online. Am I correct?
Please note that as mentioned by my colleague above, when your PC/computer where this PDF form is located is connected to internet, it automatically syncs to the server. The collected info then gets stored on the server. This again causes violation of our Terms.
However, when you print the PDF form and fill it manually, then there is no option for the details to appear online OR remove the Submit button from the form so that the form does not get submitted when connected to the internet.

I reviewed this requirement with our review team.
Sorry, but still collection of CC info via forms is not allowed, even if they are getting filled offline.
It will automatically be suspended by our phishing detector.
