cc someone on an email so the recipient can reply all

i have an approval form that conditionally sends an email to two people when a position is approved.  is it possible for someone to be cc'd on those emails (not a separate email) so when anyone who receives the approval can "reply all"?  two separate individuals get the approval email but i'd like one person to be copied so they can reply to more than one person without having to manually add someone to cc:

You can add multiple recipients to the Email Notification. This way all recipients will be included in the "Reply All" email.

Conditional emails can also be sent to multiple recipients. Simply separate recipients with a comma.
