I want the people to be able to fill them in offline

Hi, I want the people I send forms to to be able to fill them in offline. Would each user need a separate Jotform Mobile account, or would each user log in with the same credentials? Is there a detailed manual available for Mobile?

You can add assignees in your form as shown on this guide: https://www.jotform.com/help/652-Adding-assignees-to-your-form

If you want to do it through the mobile app, please check this example:

If no account is registered under their email address, they will need to download the mobile app, and register an account with that email. So, the users will be able to fill and submit the form offline through the mobile app. Once they get internet connection, the data will sync.
