PDF are not being attached in the email notifications.

Thank you for contacting us. That happens when the PDF file size is greater than 5MB, since 5MB is the limit for attachments. So, the link to the PDF is included for users to download the PDF report.

This happens randomly from time to time.

Our PDF's are 54kb. We generate several dozens per day and from time to time it starts creating links instead of attaching the actual file.

I checked your account and you seem to have more than 30 forms in it. Could you please share the form name/URL you're encountering the issue so we can check?

Alternatively, you can share with us the submissions IDs which you believe has less than 5mb attachment (includes PDF submission copy and uploaded files).
