Hi there

If i sign up for a full paid account and create forms to share with my team, will all those members need a full paid accounts? They do not need to create forms but will be filling them out and sending the data to me.

No, they will not have to sign up for any paid accounts or even free account. They can fill out the form as a normal user and submit them.
