Form sending in incorrect order

I updated our Employee Application and now all of the pages are out of order when sending as a link to be completed.

I made the changes under "Edit as PDF Form" PDF Editor. It all looks okay there but not when submitting or viewing as an online form.

Please advise on how this can be corrected.
