How do I enable the Hippa Compliance on the account?

Hi,

When I click the "features" tab for Hipaa Forms, It appears that I don't have the Hipaa Feature activated w/ my silver plan because there's a note for an upgrade fee of $29. How do I access the Hippa features that comes w/ my Silver plan w/o having to purchase additional upgrades?
