Are the people that submit to the form considered users?

If we post our Jot forms on our web site and people submit them.

Are the people that submit considered users?

So say 20 different people fill out our jot forms from our web site, do we have to singe up jotforms enterprise?

Hi Jeff,

If 20 people fill out the form to your website, that counts as 20 form submissions. For the free user, you can receive up to 100 form submissions per month.
