It is not possible to have a second email sent with a different subject. But you may create a second Notification Email instead. The feature will work on HIPAA-enable account too.

To clarify, are you referring to the following scenario: If user A submits a submission, their test results will appear for user B. If user A and B submit their submissions, their test results will appear for user C. Or, do you mean if user B submits a submission, their test results will appear for user C, but not users A's submission?
