Clarification on Payment Submissions

What is the number of payments i can receive per month on the free tier? Is it only 10 payments overall, or 10 forms with unlimited payments per form?

Please note that all limits are per account and not per form. When you add any built-in payment tool in form like PayPal, Stripe, Square etc. and your user submit form with successful payment, that submission is counted as payment submission.

In free account, you can only receive 10 payment submissions per month. You can have 5 forms in your free account and all forms can have payment integration, but all forms together can only receive 10 payment submissions in a month.

I am looking at which Tier would be the best. I will have a permanent form for an item, which will receive only 2 - 3 payments a month, but another form which will be used for a themed type of class that will receive 20 - 30 payments per month.

That means you are expecting 30-35 payments per month in your account. I would suggest you to upgrade your account to bronze plan which has 100 payments submissions limit per month.
