Avoiding multiple submissions

I am looking to buy your premium account however I first need to know,

Is it possible to avoid applicants from entering the same order numbers again?

for example - one of the questions in my form is eBay order number.

I want to avoid applicants from entering the same order number twice.

I have managed this with emails but cannot find the settings for the eBay order number.

You can enable the Unique question on the eBay Order Number filed of the form. Please follow this guide to implement the same on your form.
