Multiple signers required prior to submission

Hi I am reading the instructions and I cannot seem to make this work- here is the scenario

Recipient 1 fills out all the information - but we can't have him submit because its missing a signature

once the form is completed it must go for an outside signature

Once the form is signed by the outside signature- they hit submit

Then the form goes to me
