When you sign up for upgrade i.e. Silver, you need to make the payment before the upgrade plan is active.

This kind of situation is called overlimit. No, It does not automatically go up to Gold package and then revert back to Silver. When an account status is overlimit, the forms will be disabled, you need to wait until the first date of next month for the counter to reset or upgrade to higher plan make those forms active again.

As for the overlimit, this is concerning. The issue we have is the payment submissions. With the silver, its 1,000 per month. we cannot simply have the form disabled and clients cannot purchase. We have no way of knowing how many submission there will be each month, and the Gold package is really way overkill and much more expensive.

Id there any other option?

You can upgrade to Gold if you need Unlimited payment submission.

Or create another JotForm account to host your other forms.
