can I set my form to submit even though all fields are not filled out?

You can achieve this user the Global countdown widget. You would set the time limit and then on the action settings select "Submit Form".

If you meant to allow users to submit the form without the need to fill all the fields.- Kindly make sure there are no required fields on the form.
