why someone would have to login to Jotform to fill out my form?

Just wondering why someone would have to login to Jotform to fill out my form. Does this not happen on a paid plan? Or have i got a setting wrong.

Your form is currently set up to be Private. This is why it is requesting users to create an account first.

You can change it by following the instructions in the guide below.
