Can parts of a single form be signed by numerous people and be one submission?

My colleague and I are facing a dilemma. We need to create a type of workflow where person A can partially complete the form and person B can complete another section without tampering with what person A inputted.

We have read all the recommended articles and resources. Unfortunately, none of them contains the information we need to create the described workflow.

The goal is to create a form that can be signed by multiple individuals and be one submission. If that is not possible, we are open to a workaround that can satisfy this need.
