One of the vendors that is trying to pay through the submission is trying to pay and it keeps kicking it back. I can't even see the attempt on the forms or site at all. Thanks in advance for your help.

I cloned and tested the form and I was able to successfully submit it:
After putting in your PayPal credentials, please make sure you hit SAVE at the bottom of the Paypal integration to complete the integration:
