Original PDF not always attaching with notification email

From what I was able to research from the forums, PDFs that exceed 5 MB will not be automatically attached to the notification email. Is there a way to increase this limit? Many of our form fillers attach required pictures directly from their phones and modern phone camera technology often takes pictures that exceed 5 MB in just 1 or 2 pictures.
