I'm in the process of setting up a workflow/approval/denial process. We have agencies fill out grant applications that others rate. Is there a way to connect a rating tool (already have a form for this)? Or is there another way that we can have someone rate an application in numerical values that add up to a total when they submit their rating? I don't see a set up for this.

What do you mean exactly when you say:

As far as I can understand, I think you could add a Scale Rating element to allow your collaborators to rate the application, along with a Get Form Page URL widget:

It will allow you to recognize when the application is being opened in Editing mode, and in such case show the Scale Rating element on the form. You just need to create the condition to do that:
