I am trying to download fillable pdfs, however I am being told that I must have adobe acrobat reader in order to open them. Is there a way to open them that does not involve adobe acrobat reader?

The recommended software is Adobe Acrobat Reader or Foxit. You can try other software as well. If you want to open the form without using any software then unfortunately that might not work.
