Unable to add multiple recipients to notifications

I am trying to add multiple recipients to notifications, but it states I can only have two email addresses. The field shows "0 left" when I try to add more email addresses. The YouTube video showed an example of using three recipient email addresses. I am part of a city government subscription (not a free service) and shouldn't be limited in functionality. Any suggestions?

    Hello Alisha,

Adding multiple recipients is supported only in paid accounts. I see the account alishab@spanishfork.org is a free account.

Could you let us know the form in which you are trying to add the recipients?

    Looking forward to your response.

    Thanks.

It is called Hotline Form on the Spanish Fork City account. I did create my own free one, but I see all the city utilities jotforms that were shared with me from the Assistant City Manager. I thought my account was later connected to the city account once I saw all the other forms. Assistant City Manager sees my email address on our account. Is there something to be done on your end to upgrade my account to add more emails to notifications?
