We have the save and edit feature that can help your respondents to fill in and can submit when they have good internet access. Also, we have an option where your users can use Mobile forms app offline.

I will forward a feature request regarding the app form when offline. please note that we do not know when or if will this be implemented. If there is any update, we will inform you here.
