Thanks for reaching out to Jotform Support. Unfortunately, the filler must need to establish an account in order for them to access the offline forms. Since offline forms must be available without the internet, they will need to download the form before they use it. This is can be done by assigning the form to a registered Jotform account, that account can then go into the Mobile App and enable the form in offline mode.
