My account went over the 10 submission quota and my company wasn't sure if we wanted to continue using jotform so we didn't upgrade. There was a period of two to three weeks where we didn't receive submissions. If we upgrade, will we get the lost submissions?

It is because the missed submissions did not even reached JotForm when it was unsuccessfully submitted during that time.
Do you have information which submissions were missed submissions?
If they were incomplete payments submissions then, they should still be a submissions that were sent successfully. You can find them in the Incomplete Payments inbox in the Submissions View page.
