Thanks for reaching out to Jotform Support. Once you integrate a payment processor on your form, it's expected to collect the payment directly after submission. But if you only want to collect the orders of your form users without requiring payment, you can use the Purchase Order tool. You can check this guide for more details on creating a form with Purchase Order. Then, once you have the submission data which contains their orders, you can then include the quotes on the autoresponder email that the user will receive after the submission.
