When does account usage and limits reset?

We are a small farmers market and for the first time, hit our 100 submital maximum yesterday . I thought that would roll over today but I received an email that our form would be disabled today. Does this work on calendar month or is it a rolling 30 days? We cannot afford the $40/month fee to upgrade.
