Thanks for reaching out to Jotform Support. I’m sorry you're having difficulties with this. I just created a demo form and did a test submission on it, everything worked the way it was supposed to. I was able to see the image on the thank you page. Take a look at the screencast below to see my results:
Most people forget to put the prefix after adding the File upload field in the Thank You page. I believe it must be the same in your case as well. When you add the File upload element it will come like {fileUpload} you need to add the IMG: as a prefix under the bracket like {IMG:fileUpload}. This prefix will create an image with the original dimensions of the uploaded image. If you don't add the prefix it will show you just the link to the image not the actual image.
I have created a demo form for you. Here is the link to the demo form. If needed you can clone my form to check the Settings. We also have a guide on How to Clone an Existing Form From a URL that you can check out.
Can you go ahead and try it again and let us know how it goes? If the same thing happens again, we'll investigate it more to see if we can figure out what's going on.
