I have added the email person under Email Notification but when I test the email it goes to me

That is correct though.
The test message using the Test E-mail button in the Notifier will only always be sent to your account email. If you want to test the form if submission will be sent to the assigned Recipient E-mail address on the Notifier, you have to submit the form in actual (using the Submit button)

Take note of the Important Notice part in the guide.
If the form is submitted in actual it will send the email to the assigned Recipient E-mail address
