The Form Builder by default will auto save the form while being work on.
Check also the related user guide: -How-to-Save-a-Form
There is high possibility that the issue you are having could be just due to browser's cache not updating/clearing properly.
Try clearing also your browser's cache and restart the browser.
Make sure also to not open multiple instance of the Form Builder.. that is having multiple open browser with multiple Form Builder open.

I have the same problem. I have cleared the cache but the wheel is still spinning over the SAVE button. I dare not restart the browser until my changes are saved.
I tried opening a second instance - just to check - and it has not updated the changes from the last couple of hours.
Is there any way I can ensure my work is saved...?!!!
