It should not allow empty fields as most are required.

Please try first re-creating the form's Notification E-mail.
Follow this guide: -Setting-Up-Email-Notifications
This process will create a fresh new Notifier that will contain all the forms data on it.
Test submit the form afterwards and check your email of the results.
