That's possible. You can provide to the user their edit URL so they can view the data they submitted and update them if they want (without access on the admin fields). https://www.jotform.com/help/40-How-to-Let-Users-Update-Their-Form-Submissions-at-a-Later-Date
Now, on your form, you simply need to add the admin fields and show these fields by creating a condition that if the entered value matches the defined value in condition, the admin fields will be shown. It's like creating a password to get access on the admin fields.
