Paypal widget never opens PayPal

I've created a registration form for an event where there is a widget to pay a $5 fee. My understanding is that it would redirect the user to PayPal when they click Submit, but this never happens. Users are able to submit forms and PayPal never opens- it submits as if it weren't even there.

Are you referring to the form #53109543755155? I don't see other forms that needs payment in your account. I cloned your form and see that it was not using Paypal payment widget but Purchase order widget.
