it would be very nice if you could offer a "yes" and a "no" to your Cookie-Question.
Let the people decide, what they want....and don't force them, to give a "yes".
Your current policy leaves me as a user with a bad feeling.....and this is probably not what you want.

Could you please explain what you mean by "Cookie-Question"? Please indicate what "Policy" you are referring to. Perhaps you are talking about "Unique Submissions"? https://www.jotform.com/help/64-How-to-Set-Unique-Submissions-on-a-Form
