i have deleted the email notification and reset them and we are still not notified when someone submits a report/form. Am i missing something did that feature change? when i do the test its fine but when we do a test submission no emails are sent....???

I checked the mail logs and I can see that the submission was sent to your email.
Your email is not in the bounce list. I checked the notifications and I can see that it is configured correctly.
If you're still not getting the notifications, then please do check your spam folders. You can try whitelisting JotMail IP addresses.
When testing the notification, please open and fill up the actual form instead of using the Test Email button. The Test Email button will send a notification to the account's email address and not to the assigned recipients.
