recipient not getting email notification, how to?

What is the form you are referring to? You can check if the recipient email is in bounce list: https://www.jotform.com/help/262-How-to-Remove-Your-Email-Address-from-Bounce-List
Make sure to check spam folders also. Let us know if you need more help.
