This leads to my next question. I noticed the option to save the form in progress essentially which would allow you to come back and complete it later. How does this option work for the end user? I have not figured that one out yet.

The save and continue feature described in this guide:

    https://www.jotform.com/help/97-How-to-Save-Forms-and-Continue-Later

Saves data entered in the users form in the browsers session data.  This allows them to return to their form at a later time to continue where they left off.  However, this only work on a single machine and if the browser is cleared, their data will be cleared as well.

If you don't mind allowing users to submit a partially completed form and return to finish it later, you can forward them a permanent link to edit their submission:

    https://www.jotform.com/help/40-How-to-Let-Users-Update-Their-Form-Submissions-at-a-Later-Date

This is much easier to set up and a more solid solution.
