Unfortunately, it is not possible to use the web form offline. The form needs to be online to display properly and send the submissions to your jotform account, so you cannot collect submissions using the form if there is no internet connection.
The only way you can allow users to fill the form offline is if you convert the form into a Fillable PDF. Here's a guide on How to create a PDF form. By turning the form into a Fillable PDF, your users will be able to fill in the PDF form and save it while they are offline. Then once they have an internet connection, they can simply submit the PDF form so that it will be recorded on your Jotform account's submissions page.
