In fact, I sent a test of a submission to someone at 8:41 am and they still have not received it at 9:14 am. Yesterday during a test, it took several hours. Our tutors will be sending 5-13 emails each in one day when the send progress note submissions so this will be a problem.

As I can understand you, the emails sent from button "Reply" in the submissions page are being sent with delay.
I have tested this feature on my end and I replied to the submission as soon as I received it, here are the screenshots of the email log.

I received the email at the same time that is showing the email log.
What I would suggest you is to check the email history for your account, this guide will help you with that: How-to-View-All-Your-Form-Email-History
This way you will know what time the emails were sent, I have also checked the form you've provided on the other thread https://form.jotform.com/62845017747159 and I can see there is not an email field, could you please provide us the link to your form if the issue still persists?
